The foundation stone of Greenwich Institute was laid in 1987 which later became Greenwich University in 1997 and within a short span of four years, the University was shifted to a purpose-built campus accommodating over 1500 students under her leadership.Also under her able guidance, the University is moving ahead with a vision of developing students professionally and personally so that they are equipped according to the international standards of education and professional practice. Our Alumni are a representation of this vision; they hold coveted positions all over the world and are second to none.
Ms. Seema Mughal and Greenwich University have grown side by side. Besides, being the Vice Chancellor, she is also the Chancellor (by virtue of being President of Greenwich Education Society) of the University and has served the Institute/University in various capacities such as Registrar, Vice President.
The success of Greenwich University can be judged by its standing and contribution in the educational sector of Pakistan. As one of the founding members of the University, she has always striven to make this institution into a center of advanced learning, which adds to society in the form of its graduates.
Ms. Mughal has always envisioned the necessity of research in academia and launched the Greenwich Research and Development Center (GRDC) in 2007. Also, Quality Enhancement Cell (QEC), was established in 2007 to assure the maintenance of quality in every sphere of teaching and research.
She believes in promoting positive image of Pakistan and has always worked towards it. It is under her vision and leadership that Greenwich University has gone global by opening a Branch Campus in Mauritius, with the same determination to impart quality education abroad. Greenwich University is the first Pakistani University in Mauritius which was inaugurated by Ms. Ameena Gurib Fakim, President, Republic of Mauritius. The opening of this Branch Campus has not only made Internationalization of education through Greenwich’s platform but has also strengthened the relation between two countries.
As the University maintains its standards and works in a progressive way, the Higher Education Commission, Pakistan (HEC) has placed the University in the top most category. An achievement that can be credited to the leadership of Ms. Mughal.
Living by morals and names of high standards, she is a person who is actively involved with her social responsibilities and has always taken initiatives which are out of the box and given a considerable amount back to the society.
In recognition of her work, she has been awarded twice with the ‘Corporate Social Responsibility Excellence Awards’, first in 2012 and then in 2013. Her recognition for her contributions are not limited to these awards 2010 she was honored by the Government of Pakistan by the Conferment of “Tamgha-e-Imtiaz” on her for noteworthy contributions in the domains of education and Public Service.
In 2008, Ms. Seema Mughal was recognized with the prestigious award of “Woman of the Year” for being an inspirational and influential woman in society. She has also been conferred the ‘Brand Scientist Award’ in 2014 for bringing the University to where it stands today.
In 2016 she was also given the award of being a ‘Wonder Woman’ in recognition of her dedication towards her work and as a symbol of woman empowerment.
She was also presented the internationally acclaimed Who’s Who Professionals Award in the category of Higher Educational Services in 2016. Her unwavering effort to impart quality education and to bring a change globally by educating youth has assisted her in achieving these laurels. She also acclaimed the “Women Excellence Award ”in 2016.
Under her robust leadership, Greenwich University successfully launched Karachi Research Chair on Wednesday, February 28, 2018 at Greenwich University, Pakistan. Karachi Research Chair (KRC), a brainchild of Greenwich University, is a resolve to address the city’s issues by providing a strategic platform for collective reflection and collaborative action.
She has also been awarded “FPCCI Star Brand Award 2017 – 18” in the category of Higher Education. The award ceremony was a collaborative venture of “Federation of Pakistan Chambers of Commerce & Industry “(FPCCI) and Brands Foundation in May 2018. Seema Mughal’s unwavering effort to impart quality education and to bring a change globally by educating the youth has assisted her in achieving this laurel.
Another feather was added in her cap when she received an Award of 100 Best Performing CEOs of Pakistan at a ceremony held in Karachi on January 17, 2019. She was also a keynote speaker at this event organized by the CEO Club of Pakistan whereby the theme of the Summit was “The Next Five Years: Reshaping the Future of Pakistan”.
Greenwich University under the supervision of Ms. Mughal’s leadership and vision has evolved into a name of prominence and respect in the educational sector. The University is a center of education, which has given the youth of this country a platform to not only get a degree but to polish themselves into individuals who are equipped with skills that can help them overcome challenges that they might face.
Prof. Dr. Abdul Quadir Mughal, born on 7th January 1944, is a Research Professor at Greenwich University. He was previously Vice Chancellor and Pro-Vice Chancellor of Sindh Agriculture University, Tandojam. He is the first Professor Emeritus of the Agriculture University. Before his appointment as Vice Chancellor, he was serving as Advisor, COMSATS Institute of Information Technology (CIIT) Islamabad since 2004. He has also served as Advisor (P&D), Advisor (Academics), Member (WT) and Chairman of the erstwhile University Grants Commission of Pakistan; and as Member (Academics/R&D) and Executive Director of the Higher Education Commission of Pakistan. Dr. Mughal has received a high quality education from the most prestigious international institutions. On his meritorious work in the field of education & research Dr. Mughal has been awarded ‘Azaz-e-Fazeelat’ in 2000 and a Civil Award ‘Sitara-i-Imtiaz’ in 2014 by the President, Islamic Republic of Pakistan.
Prof.. Mughal graduated from University of Sindh in 1966 and received M.Sc. Honors in 1970. He also received M.S. degree from the American University of Beirut, Lebanon in 1975. In 1979, Dr. Mughal was awarded World Bank Fellowship. Under this program he earned Ph.D. from the Cranfield University, UK in 1983. Dr. Mughal also won the Fulbright Research Award in 1989 for post-doctoral research at the Iowa State University, Ames, Iowa, USA.
Dr. Mughal has acquired professional experience by attending national and international conferences, seminars, workshops and trainings all over the world. His training on Planning and Appraisal of Agricultural Projects at Pakistan Institute of Development Economics, Management for Agricultural Research Technology at the Iowa State University and Crop Modeling Training at the University of Florida, USA are notable.
Dr. Mughal possesses rich experience of 47 years (BPS 17 to 22) in the administration and teaching of higher education, basic and adaptive research, and planning and appraisal of research & development projects. Two models: ‘Clinic-Hospital system for back-up service for farm machinery’ and ‘An approach to small holder mechanization research and development in Pakistan’ are already to his credit. His experience, as a Visiting Scientist at the National Soil Tilth Laboratory USA, working on the development of a Soil Tilth Index and its use in examining the energy efficiency of tillage systems, is getting significance all over the world. On this research, he has been honored with US-1993 ‘Exceptional Merit Paper Award’. Dr. Mughal has also been recognized by ‘Who is Who in the World’. He has produced Four PhDs. in the field of Power & Machinery (Agricultural Engineering), one in 2003, another in 2005, third in 2014 and the fourth in 2015. He was elected Vice President of the Executive Council of Federation of Universities of Islamic World in 2009.
Prof. Mughal has also worked as Dean of Agricultural Engineering Faculty for over four years (March’86-August’89 and June’94 to Nov.’95). His management experience also includes working as Chief (Agriculture) for two years (1976-77) in the provincial Planning and Development Department, entrusted with the task of planning and execution of agricultural projects in Sindh province. He has served as Chairman and Member on various management bodies of the University. He has also served on the Executive Council of Pakistan Society of Agricultural Engineers and Pakistan Engineering Council. Dr. Mughal fully participated in preparing the ‘Education Policy 1998-2010’ and was a Member of the ‘Task Force on Improvement of Higher Education in Pakistan’ constituted by the Government of Pakistan in 2001, which resulted in the establishment of Higher Education Commission of Pakistan.
Dr. Mughal is a prolific writer and researcher on a wide variety of agricultural subjects particularly on Farm Machinery Management, Soil Tilth Management, Use of Energy in Agriculture and Sustainable Agriculture. He is an Editor-in-Chief of two Journals: ‘New Horizons’ and ‘Business Strategies’, Research Journals published from the Greenwich University. Dr Mughal is a Member on the Editorial Board of International Agricultural Engineering Journal published from AIT Bangkok, Thailand and Co-editor of Agricultural Mechanization in Asia (AMA) Journal, published from Japan. Dr. Mughal is Founder Member of the Asian Association of Agricultural Engineering (Thailand), a Life Member of the Pakistan Engineering Council and Agricultural Foundation of Pakistan. He is also Member of the American Society of Agricultural Engineers, Sigma Xi, a Scientific Research Society of USA, and International Soil Tillage Research Organization of the Netherlands.
